We are one-third of the way through the legislative session. There is a flurry of activity in the Capitol as bills come up for second and third readings, along with robust debates on issues.
HB23-1052 Mod Prop Tax Exemption For Veterans With Disability was one of the first few bills to pass third reading on the floor with overwhelming bipartisan support. It is now being considered in the Senate (State, Veterans, & Military Affairs).
I am dedicated to working with colleagues on both sides of the aisle on legislation that I believe will better the lives of people in Highlands Ranch (House District 43) and the lives of people all across Colorado.
My Bill Highlights
- HB23-1180 County Commissioner Elections
- HB23-1206 County Sheriffs and District Attorneys
- HB23-1208 Income Tax Credit for Eligible Teachers
Recently, I introduced three more bills for consideration in the legislature. Follow the status of my bills at https://leg.colorado.gov/bills. If you’d like to sign up to testify in support of any bills, reach out to my aide, June Churchill at co.aide.marshall@gmail.com.
Bipartisan Veterans Caucus
BIG WIN! VSO (VFW, Legion) fund to render honors at veterans’ funerals ran out, so I brought a motion to request supplemental funding. EXTREMELY rare for a supplemental to be adopted on the floor, and even rarer for a freshman legislator. But thanks to the bipartisan veterans in the assembly who stood behind me, and the patience and guidance of our Joint Budget Committee, we were able to have the ONLY amendment adopted to the supplemental appropriation for this important program.
You can read the final text of the bill here: SB23-125: Department of Military Affairs Supplemental
Chamber of Commerce Day at Capitol
The Colorado Chamber of Commerce hosted a Day at the Capitol. Members of the Northwest Douglas County Chamber of Commerce & EDC were present.
I was happy to meet with Mr. Josh Baile, a Board member of NWDCC & EDC for a quick conversation in between meetings.
NWDCC & EDC is a great organization run by a board of local business leaders. Along with the Douglas County Business Alliance, the Northwest Douglas County Chamber & Economic Development Corporation represents the interests of business and industry in Douglas County.

Constituent Corner
Since being elected to the Colorado House of Representatives, I have found that Coloradans are extremely well informed about the problems facing our state and our nation. In January, I answered 87 emails from our constituents on various topics. In February, I answered over 150 emails from our constituents! A more engaged citizenry that is informed of what their government is doing, and how it is doing it, the better. Feel free to drop me a line if you feel strongly about an issue. I love hearing from you.
History Colorado Museum
As many of you know, having been born and raised in Colorado, I’m congenitally inclined towards the beauty of nature. If you are like me, then you will enjoy the fact that John Fielder donated his lifetime of works to the History Colorado Museum.
